Allow views to be published continuously at specified times

Views that are published on a schedule currently can only be have their frequency between publications specified. It would be good to allow views to also be published at specified times. Use case for this: A shift change happens daily at non-standard frequencies (e.g. 7 am, 3 pm, and 11 pm). Data would like to be published at those shift changes. This would currently require three identical views publishing once at day at each shift change, but a single view specified to publish at those times each day would accomplish the same task. With three views, additional actions on the target may be needed to get the data into one table. Another use case is around daylight savings transitions. A view may need to be published twice a day at 7 am and 7 pm, regardless of whether DST has started or ended. Similarly to the prior use case, this currently would require two identical views set up to publish every 1 day and possible additional steps in the target to merge the data from the two views.
