Manual Logger display previous tour values.

You can se last archived values under tag in the PI Manual Logger Web, however if you already passed some tours before, but not uploaded them to PI Data Archive yet, you would like to see these values as latest values too.

Add the ability to only allow data entry users to change the date, but not time, for Manual Logger Web tours

Customer wants to have an option to enter all tags at midnight, without having the user to select the time, therefore user only select the data and the time default to midnight (they can modify if required but it should always default to midnight).
