Allow to set individual min-max when in multiscale on trend symbol

In Pi Processbook, it was possible to adjust the min/max for each tag even in multiscale mode. In PI Vision, it is not possible and our users require it.

Allow some IF checking for TagPath to see if it exists or has a value before putting it on an Event Frame Attribute.
