Permissions to discover and create tags only

Create the ability to give users permissions to discover and create tags only in PI Data Collection Manager. We were able to give users the ability to only create tags when using OPC DA interfaces, but we can no longer do this with PI DCM. This severely impacts our efficiency. We cannot give users access to all the capabilities on DCM, such as stopping or deleting the Connectors or Relay.
